Defines rpc-plugin-system v3 as the Cross Platforms Proving Ground.

Scope:

Linux regression baseline
Windows named-pipe/SID/DACL and Job Object boundaries
required macOS and FreeBSD admission
independent OpenBSD/NetBSD extension evidence
Connected Fyne as the first proving product
generation-bound data channels outside administrative RPC
