Promotes admitted V2 protocol reconciliation from exact dev dfe12b115e. Clean dev validation passed 10/10 gates; sealed dev evidence manifest 368579a5c612f79dae22d8c8b8682eb23e0252df8f5cd1e26748fb865a5330c7. Earlier failed starts are retained and labeled; no product change followed them.
