Fresh development validation: 70 START / 70 PASS / 0 FAIL / COMPLETE; sealed evidence manifest de3c6f2333dad2d0c472f09ffceee9fe565ecd2049ec1eaba5cb7c115333f4f7. Independent cold reviews A and B both PASS on exact record cb333f4891. Later V2 gates, release, deployment, production changes, and branch deletion remain out of scope.
