Promotes exact admitted dev tip 923fd368e1 to testing. The dev merge preserves canonical 366950af and admitted V2 88849533 histories; its tree is exactly 496cc2b255 and its src tree is exactly the admitted V2 checkpoint. No force-push, release, tag, deployment, or production mutation.

Checkpoint the admitted durable live-add, boot recovery, explicit restart, artifact custody, and cooperative containment work with its tests and evidence. Preserve the corrected V2 portability scope: compile-only/fail-closed compatibility remains in V2 while independent native cross-platform proof belongs to V3. Automatic durable dynamic monitoring remains intentionally unimplemented.
